Building fleets without a builder app is HOPELESS.
Here are the THREE builders I know of (and 1 more I've never tried) that are actually maintained as of Armada 1.5
ARMADA WARLORDS
Fleet building made easy
I maintain this builder. It's visual and easy to use, and also has some good database functions, list filtration, and the ability to look at other (public) lists. There is also a compact version of the build wo images that's perfect for mobile.
Pros:
- 100% free
- visual, easy to use
- excellent online saves
- good text export
- easy to share links to fleets
- ALWAYS up to date with new content
Cons:
- has a few quirks, like you can't swap ship models and it tends to reorder your ships when you edit/clone
- missing some code to enforce stuff like double-slot upgrades, so you have to keep track of that manually
Something really nice happened while Armada was dead: @Ardaedhel made a clever script that parses builder text output into a Vassal setup file!
After playing a lot of Vassal X-wing I've grown used to being able to spawn list directly from a squad builder. Coming back to Armada it felt sooo slow building lists manually. Even the "quick-spawn" system felt slow (I remember back before that even, man was that tedious).
Ard's solution is just as good - and also doesn't require a lot of fiddling with the Armada module. Best of both worlds really!
So you open up you fav Armada builder, which ofr me is either Kingston's or Warlords, and then do a text export like this (make sure to get the headers, as the script needs it to ID the builder used) and copy the text:

Bugs are hunted down and exterminated, new features are added, and the builder keeps getting better and better.
Just today we added a suite of filtering options for the user control panel. No more having to leaf through a lot of pages in search of your own fleets. Now you can just filter by faction, commander, or any text in the title!
Other changes include a standardized, intuitive way to sort ships, squadrons, and upgrades, across all pages and views. We've also added some new buttons in the Upgrade Database viewer, to quickly filter down to just the upgrades you want to look at.
Nevetz has given me ftp and dbase access to Warlords, so that I might aid his good work with this builder.
I freely admit to using 4 other builders (Fab's, Kingston, Battlescribe and Android Fleet Builder app), so I'm not a "Warlords or bust" kind of guy... they each have their pros and cons, but I feel Warlords has a good save and share functionality, the best of all the builders. It's easy to use... and it is also a widely known and widely used builder, so it deserves to keep going.
I have started by adding missing images and dbase entries for wave 7: everything from wave 7 should now be usable. Plz report ASAP if you see anything missing/buggy.
For the future all new content will be added ASAP!
I have also listed some known bugs and/or feature requests for Warlords. These require some changes to php files and/or changes to dbase structure. I will look at it, and discuss with Nevetz if anything can be done. But this will take some more time, so please be patient (but now is a GOOD TIME to report bugs/feature requests).

Bugs that could use some fixing:
dual upgrades: on edit/clone it happens that the 2nd upgrade disappears (example: Boosted Comms/Exp Hangar)
upgrades that grant another slot: on edit/clone it happens that say ECM gets deleted if TUA is the one granting the Defensive slot
Chimaera is even worse: as soon as you save, the Fleet Command disappears, both from text export and public view (it is oc also gone on edit/clone).
Feature request:
make the editor stop randomly shuffling the order of ship/squads on edit/clone; not a big, but very annoying.
